New social contract to transfer power to masses: Dr Tahir-ul-Qadri
- Says Preamble and first 40 Articles of the Constitution will be implemented after revolution.

- There can be no justice as long as Shahbaz Sharif stays in power.

PAT leader Dr Muhammad Tahir-ul-Qadri has reiterated that forthcoming revolution will be democratic, peaceful and constitutional. He said that the Preamble and the first 40 Articles of the Constitution would be implemented in letter and spirit after revolution. He said that across the board and fair accountability will be conducted after revolution, adding that those who dubbed revolution as ultra vires were not living their lives in accordance with the Constitution. He said that Preamble and Article 5 of the Constitution clearly stipulate that power would belong to the people of Pakistan and they would entrust this power to the rulers as a sacred trust. He said that the rulers had consistently committed extreme dishonesty in the protection and use of this trust, adding that for all intents and purposes, the social contract between the state and citizenry had broken down. He said that a new social contract would replace the old one which would transfer power to the masses.
Dr Muhammad Tahir-ul-Qadri stated this while addressing 2500 UC-level leaders of PAT from across the Lahore City in the party’s central secretariat on July 09.
Dr Qadri said that the rulers had been using power for their personal interests and had, thus, lost moral, political, constitutional and democratic right to rule. He said that Article 6 of the Constitution is clear on the fact that whosoever would suspend or cancel the Constitution would commit an act of high treason. He said that the rulers should be proceeded against under Article 6 on the charge of suspending the Constitution.
Dr Tahir-ul-Qadri stated that consultations with Union Council level PAT leaders were being held on daily basis to decide on the day of revolution. He said that he treated martyrdom as effortless an act as drinking a drop of water.
He said that the FIR lodged by the killers had been registered while the one submitted by the victims had been hanging fire. He said that everyone was fully aware as to on whose orders FIR was not being registered. He said that there could be no justice in the presence of Shahbaz Sharif in power. He said that we had already rejected the so-called Judicial Tribunal, adding that justice would be done when courts would be independent after revolution and the oppressors would be in the dock then.
Dr Tahir-ul-Qadri said that the youth were the vanguard of revolution and it is they who would bring about revolution through their peaceful struggle. He said that he would induct the youth into key positions after revolution so that they could serve the country.
Dr Qadri said that had he been afraid, he would not have returned to Pakistan. He said that he did not fear sacrificing his life, adding that life and death were in Allah’s hands. He said that he would embrace martyrdom for this great cause. He vowed that he would fight for the bright future of young generation till the last breath of his life. He said that he was undeterred by fear of death, saying that he would continue to fight on for restoration justice and prosperity of the masses in the country.
